DOT: The passage can actually be easily analyzed with RN as well: simply indicate i-V9 with bass D and C as passing notes. This progression is, as you've noted, repeated in ostinato fashion.

Question for you: what is the function of the I 6/4 in G?

Note of caution: I would reserve the term "Development section" for section which actually develops thematic materials in the classical sense. Otherwise, consider "contrasting section" or other descriptors. In this case, the figurational passage work is hardly developmental in nature.
